That depends. If you're saying "that's kinda gay" because it whiffs of homoeroticism, that's one thing. If you're using it as a synonym for something being dumb/stupid/weird, OF COURSE it's insulting, and "being a millenial" is no excuse. We said shitty things as kids/teens and shouldn't continue the habit or use it as an excuse.
